The air pressure is usually set between 0.4 to 0.6 (bar?) in console. So 0.4 is not necessarily low in this case. I think the reason might be some air leak between console and magnet, or something wrong with probe or BST (sample transport system). you can check the tube connection to find out if there are any hiss sound which could be the reason for air leak.
